Identify and implement proven strategies that empower collaborative response to the needs of homeless and vulnerable persons in our community. With investments and input from both our community and those most affected by homelessness and poverty, we seek to:  

  • Centralize Strategic Planning
  • Eliminate Service Gaps
  • Share Case Management
  • Reduce Duplicative Spending


The Alliance began as a group of local service providers and concerned volunteers working together to address the immediate physical needs of the homeless population in Rome and Floyd County. In response to the 2019 Rome City Homelessness Task Force, a more coordinated effort emerged to address the chronically fractured system of care for the homeless population in our area. Then, in the midst of the COVID-19 crisis in 2020, the HOPE Alliance of Rome and Floyd County was formally established to insure a more long-term, sustained, and prepared, entity in continuous discovery and delivery of much needed collaborative strategies to address and end the homelessness crisis in our community.


The Founding Partners of the alliance include:

  • Good Neighbor Ministries,
  • Interagency Council on Preventing Homelessness,
  • Living Proof Recovery, and
  • William S. Davies Shelters.


HOPE Alliance coordinates the efforts of those seeking to end the homelessness crisis in our community, and address the on-going needs of the at-risk and underserved. The following is a list of services we work together to provide:

  • Advocacy and Support Services
  • Shared Case Management Services and Record Keeping
  • Counseling Services
  • Shelter and Transitional Housing
  • Substance Misuse and Rehabilitation Services
  • Mental Health Services
  • Core Competencies Job Skills Training
  • Access to Emergency Response
  • Access to Basic Nutrition and Hygiene Supplies
  • Access to Health Care and Recovery Services
  • Access to Affordable and Permanent Supportive Housing
  • Spiritual Life Support
  • Basic Care and Advocacy for Homeless


The alliance will seek partners who ethically provide services to the following homeless or vulnerable populations:

  • Families with Children in Poverty
  • Unaccompanied Youth
  • People with Disabilities
  • Survivors of Domestic Violence
  • Those Living with Mental Illness
  •  Those Experiencing Substance Misuse
  • Military Veterans
